How to File for Your TTB Distillery and Winery Permit

Step-by-Step Instructions to Apply for a DSP or BWN Permit Online:

(Must have Facility Address before beginning application)

1. Create a TTB Permits Online Account

  • Visit the TTB Permits Online portal: TTB Permits Online. LINK
  • Click on "Create an Account" and complete the registration form.
  • Verify your account through the confirmation email sent by TTB.

2. Log in to TTB Permits Online

  • Access your account using your username and password. LOG IN
  • Familiarize yourself with the dashboard and navigation.

3. Start a New Application

  • Click on "My Records" in the top menu.
  • Select "Create a New Record" and choose " Spirits (distillery / industrial use) " or "Wine (producer / cellar / bottler)" from the list of permit types. 

4. Complete the General Application Information

  • Fill in the basic details about your business, such as:
  • Name of the business.
  • Address of the DSP or BWN facility.
  • Business structure (e.g., LLC, Corporation, Sole Proprietorship).
  • Employer Identification Number (EIN).

5. Provide Ownership Information

  • Submit information about the owners, officers, and stakeholders. Personal Questionnaire - TTB Form 5000.9 
  • Upload any required supporting documents, such as Articles of Incorporation or Operating Agreements.

6. Describe the Premises

  • Include a detailed floor plan of the DSP or Winery facility.
  • Indicate where production, storage, and bottling will occur.
  • Provide a lease agreement or property ownership documents if applicable.

7. Submit Financial Information

  • Provide proof of adequate financial resources to operate the DSP or Winery.
  • Upload bank statements, financial projections, or other supporting documentation.

8. Fill Out Operational Information

  • Specify the operations you intend to perform (e.g., production, bottling, warehousing).
  • Indicate the types of spirits you plan to produce and the estimated annual production volume.

9. Comply with Bond Requirements

  • Submit a bond, if required, based on the tax liability for your production volume.
  • You can opt for a surety bond or cash bond. As of January 1, 2017, the Alcohol and Tobacco Tax and Trade Bureau (TTB) exempts certain alcohol producers from the federal excise tax bond requirement. Specifically, if your distilled spirits plant (DSP) had a federal excise tax liability of $50,000 or less in the previous calendar year and you anticipate the same for the current year, you are not required to maintain a bond with the TTB. 

10. Upload Required Documents

  • Gather and upload supporting documentation such as:
  • Personal information for responsible parties (IDs, background checks).
  • Environmental compliance certifications (if applicable).
  • Any other documents requested by the TTB.
